Bart Jacobs holds master degrees in Health Planning and Development and Health Systems Management and a PhD of the Antwerp Institute of Tropical Medicine. From 1989 onwards he worked in the Philippines, East Africa, the former Soviet Union, and Australia as a researcher, consultant and manager in a variety of health projects including TB control, blood safety, STD/HIV control, social marketing, and indigenous health.
During 2000 -2007 he worked in Cambodia as health district manager for the Cambodian government, followed by 6 years with WHO and Luxembourg Development Cooperation as advisor on health financing for universal health coverage to the Lao Ministry of Health. He returned to Cambodia in 2013 to join GIZ as Social Health Protection Policy Advisor and country focal person for the Providing for Health Network (P4H)
